MON-A04: Identity Crisis: Consensus-building for National Identity in a Polemical Urban Park Project

Imagine designing the National Mall today—consensus-building is essential. With the Seoul Yongsan Park case, where a long-standing U.S. military base is transformed into a public park, this session showcases how landscape architects lead community engagement to build stakeholder consensus on the national identity of this state-led urban park.

Learning Outcomes:

  • Explore consensus-building community engagement for a state-led large urban park involving international and domestic stakeholders.
  • Understand the different community engagement strategies that are appropriate for each project stage.
  • Define and create a “community” for a project site that remained inaccessible and unknown to the public for a century.
  • Create a depository of communal memory and discover ways to include the unrepresented voices of the previous site occupants—the U.S. military.
