Scott Keyes is the Chief of the Heritage Documentation Programs within the National Park Service. The programs – consisting of the Historic American Buildings Survey (HABS), Historic American Engineering Record (HAER), and Historic American Landscapes Survey (HALS) – document historic sites for incorporation into the permanent collections of the Library of Congress.
