TUE-B09: The Region – Uplifting Communities Through Transit Oriented Development in Northwest Indiana

The three-county Northwest Indiana region has suffered from decades of disinvestment and has struggled to compete with the rest of Chicago-MSA. This area is being uplifted by a $1.5 billion upgrade of critical commuter rail linkages to downtown Chicago and tools to support equitable transit-oriented development, especially in the hardest-hit communities, including Gary.

Learning Outcomes:

  • Describe the challenges facing downtown Gary and the strategies employed to facilitate economic revitalization through infrastructure improvements.
  • Understand the role of the RDA and the state of Indiana commitments to economic development around transit-oriented development.
  • Summarize the impacts of Transit Development Districts as a policy tool for implementing transit-oriented development.
  • Learn more about equitable transit-oriented development in the public benefit to uplift underinvested communities.
